The investment in the field of people's livelihood was 4.948 billion yuan, up 38.4%, and the ten key livelihood issues and 383 micro affairs concerning people's livelihood were accomplished relatively well. Social security achieved solid and strong progress. The urban registered unemployment rate was 2.2%. The construction of the Yantian District Nursing Home was started to build a full-chain home care service system, and Haishan Subdistrict was awarded as the national model street for intelligent and healthy elderly care. The "two stations and one center" service security system covering all the retired military personnel was formed. 

An additional 3,005 units of talent housing and affordable housing were constructed, of which 1,388 are provided. 

The quality of education has been effective

Education expenditure accounted for 16.7% of general public budget expenditure, up 27.2%. The three-year action plan for education quality was successfully completed. 12 new renovation and expansion projects such as Yangang Kindergarten, Lequn Elementary School and Tiandong Middle School were carried out. The lunch break in primary and secondary schools has achieved full coverage, and high school entrance examination results have been among the highest in the city. 

Medical and health quality have been upgraded

Health expenditure accounted for 8.7% of general public budget expenditure, the same level as in 2018. The Southern University of Science and Technology Yantian Hospital was officially listed, the Yantian District People's Hospital (Group) was certified as a three-level general hospital. The medical services and public service satisfaction level were improved for six consecutive years, and the hospital was awarded the title of provincial family planning management excellence for eight consecutive years. 

Vigorous development of cultural and sports undertakings

The city was founded as a civilized city, the Ocean Culture Research Council was established, and more than 1,500 cultural and sports activities were held, including the multi-million cultural dream project and the Fourth National Sports and Recreation Games, etc. Events celebrating the 70th anniversary of the founding of People's Republic of China were successfully held. The Chung-ying Street boundary monument was listed among the eighth batch of national key cultural relics protection units. The Yantian District Archives Center was awarded the title of Model Collective Unit of the National Archives System, becoming the only unit in the city to receive this honor. 

The general situation of society is safe and stable

Yantian District deeped the development of risk prevention, security and the work of grand celebrations. The district innovated the building of the "942" security land and sea prevention and control system, fighted against the evil forces and achieved three "zero breakthroughs." The criminal and security crimes were down by 17%. The public security index and the public's sense of security ranked first in the city. The Guangbei meat and vegetable market has been upgraded to a high standard, and the situation is generally stable in terms of earthquake prevention and disaster mitigation, epidemic prevention and control, and food and drug safety. At the same time, the precise poverty alleviation, assistance to counterparts, poverty alleviation cooperation and other work have achieved remarkable results, letters and visits, ethnic groups, religion, China's Taiwan, overseas Chinese affairs, human defense, dual support, foreign affairs and other work have also achieved good results.
