1. Shenzhen will relentlessly press ahead with epidemic prevention and control as well as economic and social development, and never slightly announce success until there is a complete win. On Mar. 2, Party Secretary Wang Weizhong convened the Standing Committee Meeting of the CPC Shenzhen Municipal Committee. He stressed that the city should grasp the current situations of epidemic prevention and control in a scientific, objective and accurate manner, and should resolutely guard against carelessness, war-weariness, fluke mind and slackening off mindset. Relentless efforts should be made to coordinate the epidemic prevention and control as well as economic and social development. 2.WHO gives a thumbs-up to Shenzhen’s hard-core prevention measures. From Feb. 16 to 24, WHO experts visited China on an inspection tour. WHO experts expressed high recognition and positive assessment for the prevention work at Shenzhen airport checkpoint given that Shenzhen airport launched the easy-to-use “fingertip” declaration mini-program and exercised professional and stringent quarantine and inspection process. 3.9,187 industrial enterprises above designated size have resumed work, accounting for 94.51% of the total. While pushing forward epidemic prevention and control work, Shenzhen actively promotes enterprise resumption of operation and production. According to the statistics of Shenzhen Municipal Industry and Information Bureau, 9,187 industrial enterprises above designated size had resumed work by Feb. 28, accounting for 94.51% of the total. 381 enterprises producing and supplying essential products have resumed work and production. 4.Risk compensation rate can reach 80% for new loans taken out by micro, small and medium-sized enterprises. Implementation Details for Management of Loan Risk Compensation Fund Pool for Micro, Small and Medium-sized Enterprises in Shenzhen has been issued and taken effect, which will benefit more entities such as micro, small and medium-sized enterprises as well as individual businesses. The upper limit of risk compensation rate for loans taken out from commercial banks by micro, small and medium-sized enterprises between Feb. 1 and Jun. 30, 2020 will be raised from 50% to 80%, effectively relieving their financing difficulties and promoting their compliant operation and sound development. 5.Shenzhen gives out one million face masks to small and medium-sized enterprises each day. Companies winning the lucky draw will be offered 100 face masks for free. In order to facilitate work and production resumption of small and medium-sized enterprises, starting from Mar. 2, Shenzhen Headquarters for COVID-19 Prevention and Control will distribute free disposable masks to small and medium-sized enterprises in batches by drawing lots. One million masks will be offered every day. Companies can sign up any time. 10,000 companies will be chosen by the system at a time and each of them can get 100 masks for free. 6.Government and businesses jointly launch “back-to-work shuttle buses” to pick up construction workers. 1,285 construction projects in Shenzhen have resumed work. Shenzhen Municipal Housing and Construction Bureau has launched “back-to-work shuttle buses” to free companies from difficulties in hiring workers and accelerate well-managed and orderly work resumption of key livelihood construction projects. Up to Feb. 28, 1,285 projects across the city had resumed work. Among them, 96% of key projects related to epidemic prevention and control, disaster relief, city operation, people’s livelihood and major events have resumed construction.
