1. Wang Weizhong, Secretary of the CPC Shenzhen Municipal Committee, inspected work regarding epidemic prevention and control as well as work and production resumption and reaching designed output in Shenzhen-Shanwei Special Cooperation Zone. On February 29, Wang Weizhong inspected Shenzhen-Shanwei Special Cooperation Zone, visiting enterprises and rural villages there to promote the implementation of epidemic prevention and control, resumption of work and production and reaching designed output as well as agriculture production in spring. Wang Weizhong encouraged enterprises to strengthen their confidence in development, speed up the restoration of production capacity, strengthen supply chain management, focus on strengthening research and development of the main business, protect intellectual property rights, and strive to achieve higher quality development. 2. Around 90% of the industrial enterprises above designated size in the city have resumed work. In order to achieve both victories in economic and social development as well as epidemic prevention and control, Shenzhen, as a large migrant city, has successively equipped its metro and buses with "information system for passengers on the same ride" and "warning system for safe distance to prevent the epidemic in the compartment" etc., to monitor real-time passenger traffic. 3. The municipal government has earmarked 3 billion yuan for subsidy on loans to small, medium and micro enterprises. The loan subsidy has a wide coverage and streamlined procedure. It does not require an enterprise application or a government approval. Any enterprise or individual business that meets the criteria specified in the measures taking on a new loan from a bank under the administration of Shenzhen between February 1 and April 30 can enjoy a subsidy of 50% of the actual interest payment, for a maximum of 6 months, at a cap of 1 million yuan. With the financial funds in place, the lending banks shall allocate the subsidy to the enterprises’ accounts on a monthly basis. This enables the enterprises to receive the subsidies directly without any extra procedures and does not increase any burden on enterprises throughout the whole process. 4. Guidelines on health protection for enterprises’ resumption of work and production have been released. Guidelines on Health Protection for Enterprises’ Resumption of Work and Production in Shenzhen during COVID-19 have been officially released. Enterprises resuming work and production should strictly carry out their responsibilities in the epidemic prevention and control as well as production safety, and formulate respective prevention and control measures in aspects such as sites, personnel, disinfection, production and operation management, and emergency response, to effectively ensure the health and safety of employees and the general public, and the orderly resumption of work and production. 5. The traffic police introduced 10 measures of convenience to help resume work and production, with the traffic flow during the morning and evening rush hours back to over 90% of the pre-epidemic level. 6. Shenzhen Municipal Market Supervision and Regulation Bureau has spared no effort in ensuring the supply of epidemic prevention materials for the resumption of work and production with the city’s daily production capacity for face masks reaching 880,000 pieces. It is estimated that by the end of March, Foxconn and many other key enterprises will reach a production capacity of 1 million face masks per day. Meanwhile, Shenzhen has actively taken a number of facilitation measures featuring "approval without meeting", efficiently serving the city’s enterprises.
