Mountains, rivers and seas will be connected more harmoniously under a three-year (2022-2024) action plan for the construction of “city of parks” in Shenzhen.
The plan, made by the city’s urban planning committee and the urban management authority, was approved at a meeting held by the committee August 3, which was attended by Mayor Qin Weizhong.

Construction of “city of parks” is an important measure to achieve carbon peaking and carbon neutrality goals, as well as the city’s development goals, the committee said.
Basic construction principles include sticking to green development, enhancing cultural and historical experience, and improving the environment for outdoor activities.
In the past 10 months, the project team invited related departments, social organizations, experts and residents to give advice on the construction plan.
Nearly 120 suggestions from departments and over 4,000 survey responses from the public were collected, according to the committee.
Key concerns raised by the public include enhancing construction of parks and walking trails at areas outside the original special economic zone, improving facilities for children and seniors, and biodiversity protection management. About 90% of the suggestions were adopted, according to a Shenzhen Special Zone Daily report Thursday.
According to the plan, Shenzhen will mainly improve 12 natural countryside parks, and build 20 park clusters and one walking trail running from the city’s east to west regions.
By 2035, citizens will live in an energetic city where mountains, seas, urban areas and parks will be harmoniously integrated, with improved ecological environment. Moreover, the ecological network and the urban public space will be interconnected.
The plan also proposed to draft innovative park construction mechanisms and expand public participation channels, and to use smart technologies to conduct supervision on biodiversity, ecological environment and park services.
A total of 71 major projects including the improvement project for the central area of the International Low-carbon City in Longgang District and the construction of Shenzhen Central Park Cluster have been launched.
At present, construction on some countryside hiking trails with minimum environmental impact was also initiated.
