Regulations of Shenzhen Municipality on Issuing Early Warning Signals of Meteorological Disasters

Article 1 In order to prevent and relief meteorological disasters efficiently and protect the security of national and people’s lives and properties, these Regulations are formulated according to the Meteorology Law of the People’s Republic of China, and in combination of the actual circumstances of this municipality.

Article 2 These Regulations shall apply when issuing early warning signals of meteorological disasters in the administrative region of this municipality, or in the sea area governed by this municipality.

Article 3 The early warning signals of meteorological disasters (hereinafter referred to as the early warning signals) mentioned in these Regulations are divided into 11 categories, such as typhoon, rainstorm, high temperature, coldness, thick fog, haze, gale, hail, thunder, aridity and fire danger. According to the seriousness and emergency degree of the disaster, the early warning signals are generally divided into four levels for representing the normal, relatively serious, serious and extremely serious disasters, and are marked by the color of blue, yellow, orange and red in the sequence of the levels.

Article 4 Early warning signals shall be issued by the Shenzhen municipal meteorological observatory uniformly. No other organization or individual may issue any early warning signal or any signal alike.

Article 5 The media in this municipality, such as the TV stations, broadcasting stations, and 12121 meteorological special telephone line, shall broadcast to the public within 15 minutes after receiving an early warning signal which is directly offered by the municipal meteorological observatory. No unit may broadcast to the public any early warning signal or any alarm of disastrous weather which is not offered directly by a meteorological observatory.

Operating enterprises of basic telecommunications shall make sure that early warning signals can be transmitted by their public communication webs smoothly.

Article 6 The municipal administrative department of meteorology shall take charge of the issuance of early warning signals, be responsible for making preparing plans for early warning, and carrying out the propaganda work of warning, preventing and deducting disasters jointly with other related departments. The related departments of municipality, districts and streets shall make corresponding preparing plans of defense, organize other departments to form a linkage, and promote social responses.

Article 7 Early warning signals of typhoon.

The early warning signals of typhoon are divided into five levels, and are marked by the color of white, blue, yellow, orange and red respectively.

1. white early warning signal of typhoon

Meaning: a tropical cyclone will probably affect this area within 48 hours.

Defending measures: paying attention to know the up-to-date information about the tropical cyclone, and being vigilant to the influence in the locality brought by it.

2. blue early warning signal of typhoon

Meaning: a tropical cyclone will probably affect this area within 24 hours, or is affecting this area whose average wind force has reached the scale of 6 or above.

Defending measures:

(1) making preparations to prevent wind, and informing the persons who are working outdoors, high above the ground, at a port or on the sea timely.

(2) putting outdoor articles which are easy to be affected by strong wind in proper places..

3. yellow early warning signal of typhoon

Meaning: a tropical cyclone will probably affect this area within 24 hours, or is affecting this area whose average wind force has reached the scale of 8 or above.

Defending measures:

(1) classes in kindergartens, nurseries, primary schools and middle schools shall be suspended. Schools, nurseries and kindergartens shall designate special persons to protect the students and children in the schools, nurseries or kindergartens;

(2) everyone shall get into the status of wind prevention. Outdoor workings which are high above the ground or on the water shall be suspended. Boats shall take shelter from the wind.

(3) people shall withdraw from danger places. Outdoor collective activities shall be suspended. People attending the outdoor collective activities shall be evacuated immediately.

(4) all the functional departments shall make preparations for prevention. Places for temporary refuge shall be opened.

4. orange early warning signal of typhoon

Meaning: a tropical cyclone will probably affect this area within 12 hours, or is affecting this area whose average wind force has reached the scale of 10 or above.

Defending measures:

(1) everyone shall get into the emergent status of wind prevention. Citizens shall stay indoors or go to safe places to take shelter from the wind.

(2) facilities at the ports shall be strengthened to prevent boats from getting stranded or colliding with each other, or to prevent anchors from breaking away.

5. red early warning signal of typhoon

Meaning: a tropical cyclone will probably affect this area within 6 hours, or is affecting this area whose average wind force has reached the scale of 12 or above.

Defending measures:

(1) it is suggested that all the business in this municipality shall be suspended (except the businesses of emergency rescue, disaster relief, medic and the special businesses necessary to safeguard citizens’ basic living, such as the public transportation, water supply, electricity supply and gas supply).

(2) relevant departments shall prepare for starting the emergency plans of rescue.

Article 8 Early warning signals of rainstorm.

The early warning signals of rainstorm are divided into three levels, and are marked by the color of yellow, orange and red respectively.

1. yellow early warning signal of rainstorm

Meaning: a rainstorm will probably affect the area within 6 hours or is affecting the area.

Defending measures:

(1) persons who are working outdoors and easy to be affected by the rainstorm shall be informed timely.

(2) relevant departments shall pay close attention to the disasters which may be caused by the rainstorm, such as water logging in the urban area and landslide.

2. orange early warning signal of rainstorm

Meaning: a rainstorm will probably affect the area within 3 hours or is affecting the area with a rainfall of more than 50 millimeters.

Defending measures:

(1) the work of preventing water logging shall be done in low-lying areas and the areas easily to be soaked by water.

(2) it is suggested that outdoor work which are easy to be encroached by the rainstorm shall be suspended.

3. red early warning signal of rainstorm

Meaning: a rainstorm will probably affect the area within 3 hours or is affecting the area with a rainfall of more than 100 millimeters.

Defending measures:

(1) classes in kindergartens, nurseries, primary schools and middle schools shall be suspended. Schools, nurseries and kindergartens shall designate special persons to protect the students and children in the schools, nurseries or kindergartens;

(2) places for temporary refuge shall be opened. People in dangerous places shall withdraw;

(3) all the functional departments shall make preparations for prevention.

Article 9 Early warning signals of high temperature.

The early warning signals of high temperature are divided into three levels, and are marked by the color of yellow, orange and red respectively.

1. yellow early warning signal of high temperature

Meaning: warm air will probably affect this area within 24 hours, or is affecting this area whose highest temperature has reached 35℃ or above.

Defending measures: working outdoors for a long time or working at high temperature shall be avoided.

2. orange early warning signal of high temperature

Meaning: warm air will probably affect this area within 24 hours, or is affecting this area whose highest temperature has reached 37℃ or above.

Defending measures: it is advised that working outdoors or at high temperature shall be suspended, and that consecutive working time shall be shortened.

3. red early warning signal of high temperature

Meaning: warm air will probably affect this area within 24 hours, or is affecting this area whose highest temperature has reached 40℃ or above.

Defending measures: it is advised that working outdoors or at high temperature shall be suspended (except the businesses of emergency rescue, disaster relief, medic and the special businesses necessary to safeguard citizens’ basic living, such as the public transportation, water supply, electricity supply and gas supply). The supply of electricity for living shall be guaranteed with priority. Places for preventing sunstroke temporarily shall be opened. e

Article 10 Early warning signals of coldness.

The early warning signals of coldness are divided into three levels, and are marked by the color of,yellow, orange and red respectively.

1. yellow early warning signal of coldness

Icon:

Meaning: cold air will probably affect this area within 24 hours, or is affecting this area whose lowest temperature has reached 10℃ or below.

Defending measures:

(1) citizens shall pay attention to put on more clothes for keeping warm, and keep updated to the latest information of drop in temperature issued by the municipal meteorological observatory.

(2) all the functional departments shall make preparations for prevention. Places for taking shelter from coldness temporarily shall be opened.

2. orange early warning signal of coldness

Meaning: cold air will probably affect this area within 24 hours, or is affecting this area whose lowest temperature has reached 5℃ or below.

Defending measures:

(1) people who are working outdoors shall be timely informed to take measures for preventing the coldness.

(2) all the functional departments shall adopt measures and offer necessary help to the person who needs to be helped indeed.

3. red early warning signal of coldness

Meaning: cold air will probably affect this area within 24 hours, or is affecting this area whose lowest temperature has reached 0℃ or below.

Defending measures: relevant departments and units shall take measures to prevent the harm, such as the frost and icing which is possibly caused by the coldness from taking place.

Article 11 Early warning signals of thick fog.

The early warning signals of thick fog are divided into three levels, and are marked by the color of yellow, orange and red respectively.

1. yellow early warning signal of thick fog

Meaning: thick fog will probably affect this area within 12 hours or is affecting this area, in which the visibility is down to 500 metres.

Defending measures:

(1) persons shall drive carefully.

(2) units such as the airports, freeways and ferry piers shall take necessary measures to guarantee the safety of traffic.

2. orange early warning signal of thick fog

Meaning: thick fog will probably affect this area within 6 hours or is affecting this area, in which the visibility is down to 200 meters.

Defending measures:

(1) citizens shall pay attention to take proper prevention measures because the air quality is obviously downgraded.

(2) relevant departments shall take necessary measures to guarantee the safety of traffic.

3. red early warning signal of thick fog

Meaning: thick fog will probably affect this area within 2 hours or is affecting this area, in which the visibility is down to 50 meters.

Defending measures: it is advised that the takeoff and landing of airplanes shall be suspended in airports and that the freeways and ferries shall be temporarily closed or stop providing shipping services.

Article 12 Early warning signals of haze.

Meaning: serious haze will probably affect this area within 12 hours or is affecting this area.

Defending measures:

(1) persons shall drive carefully.

(2) citizens shall take proper prevention measures because the air quality is obviously degraded.

Article 13 Early warning signals of gale.

The early warning signals of gale (referring to the gale other than typhoon, which is mostly caused by Northeast or Southwest monsoon system, or the short-term gale caused by other strong convective air current) are divided into four levels, and are marked by the color of blue, yellow, orange and red respectively.

1. blue early warning signal of gale

Icon:

Meaning: a gale will probably affect this area within 6 hours, or is affecting this area whose average wind force has reached the scale of 6 or above.

Defending measures:

(1) getting well prepared for defending the gale and paying attention to know the up-to-date information about it.

(2) putting outdoor articles which are easy to be affected by the gale in appropriate places.

2. yellow early warning signal of gale

Meaning: a gale will probably affect this area within 6 hours, or is affecting this area whose average wind force has reached the scale of 8 or above.

Defending measures:

(1) outdoor workings high above the ground or on the water shall be suspended. People in dangerous places shall withdraw.

(2) boats shall take shelter from the wind.

3. orange early warning signal of gale

Meaning: a gale will probably affect this area within 2 hours, or is affecting this area whose average wind force has reached the scale of 10 or above.

Defending measures:

(1) units, such as the airports, freeways and ferry piers shall take measures and be cautious to preventing the gale.

(2) citizens shall stay indoors or go to safe places to take shelter from the wind.

4. red early warning signal of gale

Meaning: a gale will probably affect this area within 2 hours, or is affecting this area whose average wind force has reached the scale of 12 or above.

Defending measures:

(1) everyone shall be in the special and emergent status of gale prevention. It is advised that all the classes and businesses shall be suspended (except the businesses of emergency rescue, disaster relief, medic and the special businesses necessary to safeguard citizens’ basic living, such as the public transportation, water supply, electricity supply and gas supply).

(2) relevant departments shall prepare for starting the emergency plans of rescue.

Article 14 Early warning signals of hail.

Meaning: hail will probably affect this area within 2 hours or is affecting this area.

Defending measures:

(1) putting outdoor articles which are easy to be affected by the hail in proper places.

(2) citizens shall stay indoors or go to safe places to take shelter from the hail.

Article 15 Early warning signals of thunder.

Meaning: thunder will probably affect this area within 2 hours or is affecting this area.

Defending measures:

(1) it is advised that outdoor dangerous workings with flammable or explosive articles shall be suspended.

(2) citizens shall stay at safe places as far as possible.

Article 16 Early warning signals of aridity.

Meaning: the accumulative rainfall in the last three consecutive months is less than that of the corresponding period in history (30% less in the flood period or 50% less in other periods); meanwhile, the drought will continue.

Defending measures:

(1) citizens shall actively save water.

(2) governments at all levels and relevant department shall take measures for fighting the drought.

(3) the department of meteorology shall make artificial raining at appropriate time.

Article 17 Early warning signals of fire danger.

Meaning: the air will probably become dry in the next 24 hours, whose relative humidity is no more than 50%, and can easily cause a fire.

Defending measures:

(1) citizen shall pay attention to prevent fire at home or outside.

(2) more strength shall be put into the patrolling in mountains and the protection of forests. Fire sources in the fields shall be controlled and managed strictly.

Article 18 Anyone who commits any one of the following activities in violation of these Regulations shall be ordered to make correction or be warned by the municipal administrative department of meteorology, and may be imposed a fine of less than RMB 50,000 yuan. Criminal responsibilities shall be investigated for if there is a crime.

1. illegally issuing an early warning signal of meteorological weather to the public, or illegally issuing a public weather prediction;

2. being a transmitting media, such as the TV station, broadcasting station and internet operator, broadcasting an early warning signal of meteorological weather or a public weather prediction which is not directly provided by the municipal meteorological observatory.

Article 19 These Regulations shall go into effect as of the date of promulgation. The Rules of Shenzhen Municipality on the Issuance of Early Warning Signals of Meteorological Disasters which is promulgated by Shenzhen Municipal People\'s Government on June 29, 2001 shall be abrogated simultaneously.
