Fellow deputies,
On behalf of the Yantian District People’s Government, I will now report to you on the work of the district government for your deliberation and approval. I also would like to ask members of the district committee of the Chinese People’s Political Consultative Conference and other attendees to give your opinions.
I. A review of the work in 2016
In 2016, we rallied close around the Party Central Committee with Comrade Xi Jinping at its core, implemented fully the guidelines and decisions since the 18th National Party Congress and put into practice the principles from General Secretary Xi Jinping's major addresses.YantianDistrict Government has adhered to coordinated development of economy, politics, culture, society and ecology and the strategic blueprint of “Four Comprehensives” — a moderately prosperous society, reform, rule of law and Party discipline — proposed by President Xi Jinping for China’s future, and remained committed to the underlying principle of making progress while keeping performance stable. Guided by new development philosophy, we focused on supply-side structural reform and implemented “Shenzhen Quality” and “Shenzhen Standards”strategies.   and under the supervision and support of the district People’s congress and the committee of the Chinese People’s Political Consultative Conference,we relied on people of Yantian District, adhered to innovation-driven development, improved quality and made strenuous efforts to push forward the “Eastward Strategy”, in an effort to build Yantian District into a “Beautiful District”. We took solid steps to implement the work of “The Year to Improve District’s Quality” and have achieved the goals and tasks put forward since the 7th Session of the 4th Yantian District People’s Congress, getting the 13th Five-Year Plan off to a great start.
(1) We’ve committed ourselves to key battles to make progress in key areas and the potential for development has gradually emerged. The Supply-and-Demand system has been improved during our targeted implementation of policies. We’ve made and rolled out the overall planning and action plans for the supply-side structural reform, enhanced the competitiveness of enterprises and propelled scientific and technological innovation. We have formulated a package of plans including the building of the “Highland for Wutong Talents” and reducing the cost of enterprises. We’ve completed the trial replacement of business tax with value added tax (VAT). We’ve strengthened the weakness in nine major types of livelihood areas.
(2) We worked hard to promote industrial transformation and upgrading. Economic quality was constantly improved. Industrial system is being transformed into a high-end, new-type one which is characterized by industrial cluster and market cluster. The added value of strategic emerging industries reached 5.512 billion yuan, an increase of 20.2 percent and the growth 11.4 percent higher than Yantian’s GDP. 
(3) We’ve strived to promote the development of social undertakings and residents’ lives have been gradually improved. We have made solid efforts to pursue “Web-Weaving Project” and the building of Smart District. Ten key concrete undertakings concerning people’s livelihood have been completed. Personal per capita disposable income amounted to 48,900 yuan, up by 8.5 percent. The registered urban unemployment rate was 1.89 percent. The fact that at least one work force in each household has been guaranteed for 11 consecutive years.
(4) We’ve made great efforts to promote urban construction and management and the functional environment has kept improving. The scale of urban upgrading has witnessed a historic high. A total of 3.18 million square meters of land has prepared and put into warehouses and the figure is 5.3 times highert than the required. Three new projects were included in the unit plans of urban upgrading and six are under construction.
(5) We’ve made a big push for progress in deepening the reform and fruitful achievements have been made in institutional innovation. The reform of administrative areas has kept deepening. Based on the reform requirement of “Strong District Delegating Powers”, Yantian District has actively delegated administrative powers and made greater efforts to ensure the safety of people and their properties. The district has also encouraged the upgrading of such organizations as Land Preparation Bureau and Information Center. Yantian was the first district to finish compiling the catalogue of public services items and is improving the list of administrative rights and responsibilities. 110 items regarding to rights and responsibilities have been improved.
(6) We’ve vigorously strengthened the all-around improvement of government and the ability of exercising governance has improved in all respects. The Party building within government bodies kept strengthening. We should firmly uphold the authority of the Party Central Committee with Comrade Xi Jinping at its core and should held the Party group meetings of the district government at regular intervals. By combining the Party Constitution, Party regulationsand General Secretary Xi Jinping's major policy addresses, we communicated and executed the spirits of higher-level meetings the first time the meetings were convened. We learned and executed several guidelines and supervision regulations concerning the political life within the Party. We kept strengthening political integrity, thinking in big-picture terms, upholding theleadership core, and keeping in alignment.
In addition, Yantian has passed the second-round provincial-level evaluation in terms of poverty alleviation with straight A grades. Yantian (Dongyuan) Industrial Transformation Industrial Park has won the title of “Excellent Industrial Parkof Guangdong Province” for four consecutive years and has earned the first place in the competition for “Model District for Double Support in Guangdong Province”. Yantian has also yielded outstanding results in terms of overseas Chinese affairs, Taiwan affairs, ethnic groups, religion, judiciary, foreign affairs, documents and confidentiality.
Fellow deputies, the results we achieved last year didn’t come easily. We owe these achievements to the sound leadership of the Shenzhen Municipal Committee of theCPC, the city government and Yantian District Committee of the CPC and to the concerted efforts of the residents and migrants in Yantian District. These achievements are also the result of the supervision and support of Yantian District People’s Congress, the district committee of the Chinese People’s Political Consultative Conference, all the democratic Parties and social organizations, the result of the gracious support of companies and armed forces in Yantian District and the result of the care and support of all sectors of the society and friends from home and abroad. On behalf of Yantian District People’s Government, I wish to pay our highest tributes to and express our heartfelt gratitude toall the people who have made contributions to the development of Yantian District!
While recognizing our achievements, we are also keenly aware that our district is still confronted with many urgent old difficulties and problems including constraints in land, traffic congestion and short supply of quality public services. In the meantime, we are facing three new problems which demand great attention therefore should be resolved when they first emerge. The three new problems are:
First, there are hidden obstacles when we are trying to make economic progress while maintaining stable performance. Considering the overall operation of the enterprises based in Yantian District in 2016, their development in 2017 is not optimistic.
Second, we should pay attention to the impact brought by the rapid urban upgrading.
Third, we should be alert to the pains resulting from the construction of a number of projects. In recent years, the investment in fixed assets within the district have achieved a record high and a number of major projects have started construction, which makes Yantian’s development more sustainable. However, the development have also brought many pains including safety hazards, noise pollution and traffic congestion.
At the same time, despite the fact that many government staff have improved their work style and become more diligent, some of them are not crisis conscious and responsible enough, some don’t have a far-forward looking and some are not down-to-earth. Some are still blind-sided using the old mindsets and methods. Some are not efficient and Party self-governance should be strengthened. Besides, there is a lack of experienced, capable and pragmatic cadres.
3. Major areas of work for 2017
2017 is a critical year to realize the building of a moderately prosperous society in all respects, it is also a year to deepen the supply-side structural reform and to implement the “Thirteenth Five-Year Plan”. We should roll up our sleeves to work harder and find a new direction to develop our economy. We should implement in earnest the work requirements of “The Year to Improve the City’s Quality”. We should, revolving around the building of “A Beautiful District”, further clarify our goals, detail our tasks, strengthen our measures and pay attention to implementation, so as to promote Yantian’s development and give full play to Yantian’s edge in innovation.
The second plenary session of the seventh district Party committee has clearly put forward general plans for work in 2017: comprehensively implement the spirit of important meetings including the Party’s sixth plenary session of the 18th CPC Central Committee, the Central Economic Work Meeting, the provincial Party committee’s economic work meeting and the 5th plenary session of the sixth municipal Party committee, with the “Four Comprehensives” strategy and the “Five Development Ideas” as the guiding principles, we will implement decisions and arrangements made by the municipal Party committee regarding “year of urban quality enhancement,” adhere to “Shenzhen Quality” and “Shenzhen Standards,” adopt a steady and progressive work style, focus on the various works regarding comprehensively strengthening Party discipline, promote the supply-side structural reform, promote a quality development, make efforts to maintain growth, promote reform, adjust structure, benefit residents and prevent risks. We should insist on innovation-driven development and keep enhancing quality. We should actively participate in constructing and serving Guangdong-Hong Kong-Macao Big Bay Area and work harder to execute the Eastward Strategy. We should further improve the quality of urban management and governance and strengthen the self-building of the government, in an effort to lay a solid foundation for the establishment of a modern and international coastal district and to pave the way for the 19th National Party Congress and the 12th Congress of Party Representatives with outstanding achievements.
Major goals for this year’s social and economic development are as follows: the regional gross domestic product will grow by around 8.5 percent, the  energy consumption and water consumption per unit GDP will reduce by 4.3 and 2.2 percent. And the registered urban unemployment rate will be controlled within 3 percent.
In accordance with the above-mentioned ideas and goals, we must do well with the following work:
1. Seizing major strategic opportunities and further solidifying the foundation for Yantian’s development
We should focus on supply-side structural reform, seize the new opportunity of Eastward Strategy, and implement the new requirement of “Strong Districts Delegating Powers”. We should vigorously develop real economy and fully launch the construction of “A Healthy Yantian”. We should quicken our steps to build the foundation and promise long-term benefits. We should pave the way to turn Yantian into a modern and international coastal district and do our part to the city’s efforts to become a leader in supply-side structural reform.
(1)  Fully implement the action plan of supply-side structural reform.
(2)  Make quick breakthroughs in Eastward Strategy.
(3)  Do all what we can to support the reform in “Strong Districts Delegating Powers”
(4)  Strive to strengthen real economy.
(5)  Launch the construction of “A Healthy Yantian”
(6)  Actively promote the development of major neighborhoods to make breakthroughs.
(7)  Expand the scale of major projects and speed up the corresponding constructions.
(8)  Accelerate the urban upgrading.
(9)  Work hard to build “A Highland for Wutong Talents”.
(10) Improve the efficiency of reform and innovation.
2. Promoting industrial transformation and upgrading and make economic development more sustainable
We should think against the backdrop of the Guangdong-Hong Kong-Macao Big Bay Area and work harder to promote the transformation and upgrading of traditional industries. We should make greater efforts to introduce replicable and propgable policies, so as to reinforce the competitiveness and foundation of Yantian’s development.
(11) Strengthen Yantian Port’s position as a global shipping hub.
(12) Improve logistics industrial chain and value chain.
(13) Make a big push to develop all-for-one tourism.
(14) Continue to enhance the core competitiveness of Yantian’s gold and jewelry industry.
(15) Strive to build a first-class business environment.
(16) Improve the work level of investment attraction and capital selection.
3. Deepening innovation-driven development and further improving the capability of regional innovation
We should focus on national strategy and aim for higher goals. We should give priority to develop life and health industry, accelerate the construction of Yantian Park of National Model Park for Independent Innovation and create a strong engine to drive the economic sustainability in the context of New Normal.
(17) Spare no efforts to build an ecosphere for life and health industry.
(18) Seize the commanding heights of the development of information economy.
(19) Improve scientific and technological innovation system.
(20) Stimulate the enthusiasm for mass entrepreneurship and mass innovation. 
4. Systematically promoting the development of people’s livelihood and improving people’s living standards.
We should spot the problems and demands and keep investing in matters concerning people’s well-being. We should take a full range of measures to promote the building of “Model District for Peace” and spare no efforts to solve the most prominent problems that concern residents. We should satisfy the common needs of residents and work hard to make residents feel safer, happier and more fulfilling.
(21) Strengthen the work related to employment and social security.
(22) Build a strong district in quality education.
(23) Propel the work of health and family planning to reach a new level.
(24) Accelerate to build a multi-layer public transportation system.
(25) Ensure the harmony and stability of the society.
(26) Must give top priority to safe production and public safety.
(27) Improving the level of grassroots governance.
(28) Focus on the work of poverty-alleviation and counterpart assistance.
5. Striving to improve the management and governance of the district and further improving the ecological living environment.
We should insist on the philosophy of “Clean water and green mountains are golden and silver hills”.  We should complete the task of building a model district for national ecological civilization and strive to create a beautiful Yantian.
(29) Deepen the mechanism innovation of ecological civilization.
(30) Work hard to strengthen environmental protection and management.
(31) Take solid steps to do the work about energy conservation and emission reduction.
(32) Build the cleanest district in Shenzhen.
(33) Accelerate to build a beautiful district of sea, mountains and gardens.
(34) Continue to be the leader in citywide crack down on illegal structures.
(35) Launch and implement the comprehensive governance of back land area environment in critical stage.
(36) Accelerate the construction of “Smart Yantian”.
6. Actively promoting cultural prosperity and further enriching people’s spiritual lives.
We should insist on the orientation of the advanced socialist culture and continue to meet residents’ diverse and increasing cultural needs. We should actively foster a coastal culture with Yantian’s characteristics and effectively improve our cultural capability and service quality.
(37) Continue to improve the level of Yantian’s civility.
(38) Increase public cultural service and improve the quality of the service.
(39) Vigorously promote the development of cultural industry.
(40) Assist the sports undertakings to develop on the “fast track”.
(41) Demonstrate Yantian’s advantage in ocean culture.
7. Accelerating the transformation of government functions and work style and further improving government image.
We should, revolving around the target of building a rule of law, innovative, clean and service-oriented government, see that strict Party self-governance is practiced and work harder to make the governance more modernized.
(42) Strengthen the Party building within government bodies.
(43) Build a first-class law-based district.
(44) Accelerate to transform government functions.
(45)  Make solid efforts to pursue Party diligence and conduct.
In addition, we should strengthen the work regarding to national defense mobilization, Double Support, overseas Chinese affairs, Taiwan affairs, ethnic groups, religion, judiciary, foreign affairs, documents and confidentiality.
This year, we will continue to focus on ten major livelihood-related projects, namely, improvement of the tourist environment in Dameisha, improvement of the education infrastructures in the district, implementation of “Beautiful Yantian’s Culture Menu Benefiting Residents”, implementation of “Health Yantian” to benefit residents, the third phase project to upgrade and maintain the pipe network of quality drinking water, improvement of Shatoujiao section of coastal plank roads, completion of two parks construction, improvement of the green energy system in Yantian District, strengthen the public safety construction and implementation of transportation service to benefit residents.
Esteemed Deputies,
A new historical mission awaits us, and with hard work we will achieve great success. We will rally even closer around the Party Central Committee with Comrade Xi Jinping at its core, and Hold high the banner of socialism with Chinese characteristics. Under the sound leadership of the Shenzhen Municipal Committee of the CPC, the city government and Yantian District Committee of the CPC, we should have full confidence, keep up our spirits, stay true to the mission and keep moving forward. We should insist on innovation-driven development and improve quality. We should accelerate the construction of “A District of Global Shipping Logistics” and “A Model District for National Ecological Civilization” and make greater contributions to the completion of a modern, international and advanced coastal district.
