Functions:

Coordinate and guide the response to emergencies including workplace accidents and natural disasters; oversee work safety in industrial, mining, and other enterprises; implement national, provincial, and municipal laws, regulations and policies on emergency response and disaster relief and formulate district-level policies and plans; establish and improve a tiered response system for accidents and disasters; establish systems for monitoring, early warning, and disaster reporting; release information on accidents and disasters in accordance with the law; build professional rescue capabilities for fighting forest fires, responding to earthquakes and geological disasters, and handling the leaks of hazardous chemicals; manage the resources for disaster relief.
