(1) Draft and implement policies and plans for the development of health and medical services. Formulate and implement measures to promote equal, affordable and convenient basic public health services and to extend public resources to the grassroots.
(2) Coordinate and promote deepening reform of the medical and health system; research and propose reform policies and measures. Organize reform of public hospitals, establish and improve modern hospital management systems, and implement measures to diversify providers and modes of public health service delivery. Propose recommendations on medical service and drug pricing policies.
(3) Formulate and implement major disease prevention and control plans and intervention measures for public health issues that seriously threaten people’s health; organize and implement immunization programs. Coordinate construction of the health emergency system and organize and guide prevention and control of public health emergencies and medical rescue for various sudden public incidents.
(4) Promote improvement of eldercare health service systems and integration of medical and nursing care.
(5) Implement the national essential medicines system. Conduct monitoring of drug use, comprehensive clinical evaluation, and early warning for drug shortages. Propose recommendations on essential medicine pricing. Organize food safety risk monitoring and assessment.
(6) Be responsible for supervision and management of occupational health, radiological health, environmental health, school health, public-place hygiene, drinking water hygiene and other public health matters within its remit; be responsible for infectious disease prevention and control supervision; and improve the comprehensive health supervision system. Establish and improve networks for disease prevention and control, health education, maternal and child healthcare, mental health, emergency treatment, health supervision and family planning. Organize patriotic health campaigns.
(7) Be responsible for supervising the implementation of management measures for medical institutions and the medical services sector, and for establishing a system for evaluating and supervising medical services. It will implement qualification standards for health professionals and enforce medical service regulations, standards, professional practice rules and service norms for health personnel.
(8) Manage family planning services, conduct population monitoring and early warning, and research and propose policy recommendations related to population and family development to improve family planning policy. It will also guide the work of the district family planning association.
(9) Draft and implement grassroots health policies, promote the development of primary health care, maternal and child health service systems and general practitioner training, and strengthen basic health service functions.
(10) Provide health care for district cadres and medical support for important conferences and major events.
(11) Formulate and implement medium- and long-term development plans for traditional Chinese medicine across the district. It is responsible for preserving and innovating TCM practices and for coordinating the integrated development of Chinese and Western medicine.
(12) Participate in international exchanges and cooperation in the health field, conduct external publicity and foreign aid work, and engage in exchanges with Hong Kong, Macao and Taiwan. It will also organize continuing medical education.
(13) Research, draft and implement district-wide health workforce development policies and promote the cultivation of a high-quality, professional health talent pool.
(14) Be responsible for production safety in the health sector and for emergency medical handling and urgent medical rescue related to safety incidents.
(15) Carry out other tasks assigned by the district party committee, district government and higher-level authorities.
